In this Webinar, our panelists will explore the medical, legal and compliance challenges faced by practitioners and healthcare organizations in prescribing opioids for chronic pain during the COVID-19 pandemic. We will be looking at these challenges from three different perspectives – from a physician who is an expert in opioid prescribing standard of care; from a licensed clinical social worker who has designed and conducted hundreds of physician competency evaluations and training programs; and from an attorney who has represented healthcare organizations and healthcare regulatory agencies.

Jesse Caplan is an attorney and Managing Director of Corporate Oversight for Affiliated Monitors.  Jesse has served as the General Counsel of the Massachusetts Executive Office of Health and Human Services, as a partner with Epstein, Becker and Green, a national health care law firm, and as Chief Legal Counsel for an HMO.  At Affiliated Monitors, Jesse oversees assessment and monitoring of healthcare organizations, including hospital systems, addiction treatment facilities, and health insurers.

Amy Fogelman, M.D. is Board Certified in Internal Medicine,  is a practicing physician and is the founder of MED LAW Consulting.    Amy is an expert in opioid prescribing practices. Among other achievements, Amy led a multi-disciplinary group of addiction experts and hospital leaders to create a first-of-its-kind hospital-wide Primary Care pain policy at Massachusetts General Hospital in Boston.  Amy was also appointed as a member of the Special Commission to Study Medication-Assisted Treatment for Opioid Use Disorder in Massachusetts.  Amy has been an instructor at Harvard Medical School, and has assessed the opioid prescribing practices of scores of physicians and non-physician providers, identifying gaps in their standard of care and recommending strategies for improvement.

Deb Waugh is a Licensed Clinical Social Worker and is the Director of Assessment Services for Affiliated Monitors.  Deb has years of experience designing and implementing physician competency evaluations and training programs, including as the former Program Director for the Center for Personalized Education for Physicians (CPEP), and founder of Clinical Competence Solutions, an educational resource for healthcare practitioners.  At Affiliated Monitors, Deb oversees the assessment and monitoring of physicians on behalf of licensing boards and agencies in over 40 states.
