Scott Garland

BOSTON, May 17, 2022 — Affiliated Monitors, Inc. (“AMI”) announced today that Scott L. Garland has joined the company as Managing Director, Sanctions, Cyber, Fraud, and Ethics Compliance & Monitoring, bringing his experience at the U.S. Attorney’s Office for the District of Massachusetts as the Acting Chief of its National Security Unit, National Security Cyber Specialist, and Professional Responsibility Officer, as well as prior experience at DOJ’s Computer Crime & Intellectual Property Section in Washington, DC, and as a litigation associate at two Am Law 200 firms.

“Affiliated Monitors is pleased that after an exceptional career with the U.S. Department of Justice and the U.S. Attorney’s Office in Massachusetts, Scott Garland has joined our team. His knowledge of and experience in government investigations, fraud, cybercrime, privacy, export control, intellectual property, civil rights, and compliance matters greatly augments our capabilities in providing first class independent monitoring and compliance and ethics consulting services,” said Vincent DiCianni, President and Founder of AMI. “In addition, the perspectives drawn from Scott’s work for the Department of Justice adds great depth to Affiliated Monitors’ growing team. With the

renewed focus on independent monitoring and compliance programs by DOJ and many other government agencies, Scott Garland is the right person to assist companies and their counsel in need of Affiliated Monitors’ services.”

Scott will be based in Boston, increasing AMI’s presence in the New England area, and will handle matters across the country and internationally. About his new role, he said, “I’m excited to help companies identify and meet their compliance challenges given rapidly changing cyberthreats and disclosure obligations. We know businesses struggle with evolving ransomware threats, as well as changing privacy laws, international economic sanctions, and, of course, the increasing interest of local, state, and federal governments and stakeholders in holding companies to their obligations.”

He continued, “There’s never been a better time for positive business impact via proactive, preventative and monitoring compliance strategies across global non-financial risk subjects, including from corruption and competition, to ethics, workplace culture, and ESG. Certainly, there has never been a better fit-for-purpose multi-disciplinary team to bring this impact, than the growing team at Affiliated Monitors. With backgrounds from government, law firms, in-house, accounting, compliance, academia and project management, and 18 years of monitoring experience, Affiliated Monitors is uniquely positioned to bring value via independent monitorships, or in partnerships with corporations, and their legal advisors.”

Scott is well placed to help AMI’s core business, having led government investigations as a prosecutor, responded to government investigations as a defense attorney, and served twice in compliance positions within the Department of Justice. For example, as the Professional Responsibility Officer at U.S. Attorney’s Office, Scott managed internal compliance with rules of conduct and ethics at all organizational levels during emergent situations; drafted advice, guidance, and policies for lawyers and non-lawyers; revised the Office’s compliance practices; and liaised with regulatory agencies regarding potential violations. In 2021, he was recognized by the Compliance Certification Board as a Certified Compliance and Ethics Professional (CCEP). Most recently, Scott received the “Homeland Security Investigations Boston Massachusetts Prosecutor Award for 2020”, presented to him by the DHS for prosecutions of human rights violators in Rwanda and Guatemala.
